Why is episode I in the Stars Wars series called "The Phantom Menace"?

It is in reference to the fact that the "thing" we think is the Menace, namely the Trade Federation, is actually a "Phantom Menace" or one that is not real or the true "Menace". The true "Menace" or "bad guys" are the Sith … the "Phantom Menace" is the Trade Federation.
