The federal government maintains a do-not-call list of phone numbers
but some individual states also have their own lists, which do not always
coordinate with the national program. And the state with the most phone
numbers on its internal list? Florida. The top three states in number of
do-not-call registrants in 2005 were:

1. Florida with 6,895,059
2. Texas with 6,884,795
3. Massachusetts with 3,190,209
